Differing voting patterns on the 3 draft Russian amendments, The main criticisms from Russia, China and Belarus were lack of consultation in the drafting process, the apparent exclusion of the Nay Pyi Taw Government from participation in the Conference and the inclusion solely for political gain of extraneous material on human rights issues in a Resolution supposedly concerned only with the modalities of the coming Conference.
